Panama has approved a new immigration subcategory aimed at researchers, scientists, and professionals of exceptional talent, seeking to attract specialized human capital and strengthen the country’s innovation ecosystem.

The measure was established through Executive Decree No. 6 of March 20, 2026, published in Official Gazette No. 30488c, introducing this pathway under the permanent resident category.

According to the decree, foreign nationals with an internationally recognized scientific or technological trajectory who seek to conduct research, teaching, or knowledge transfer activities at institutions established in Panama will be eligible to apply.

The permit will initially be granted for a provisional period of two years, after which beneficiaries can request permanent residency provided they meet all established requirements.

To streamline the process, the decree stipulates that applications must be resolved within a maximum of 30 business days through a specialized fast-track window at the National Migration Service.

Requirements include proof of scientific achievements, such as high-impact publications, awards, or patents—an institutional affiliation letter, a work plan, and proof of economic solvency or project funding.

The regulation also includes additional incentives to ease the transition for international talent. Beneficiaries will enjoy import tax exemptions on household goods when settling in Panama, as well as the flexibility to pursue professional activities beyond those originally declared.

The decree further allows applicants to include dependents, who will receive the same immigration protections provided they comply with current regulations.

As part of the rollout, a One-Stop Scientific Insertion Window is being created at the National Secretariat of Science, Technology and Innovation (Senacyt) to guide and support international professionals throughout their relocation process.

The initiative aims to position Panama as a competitive hub for global talent amid rising international demand for specialized professionals in science, technology, and innovation.
